Job title: Infrastructure Unit Manager

 

1. Job Background

Job Purpose/Mission of Role

Reporting to the Chief Executive Officer (CEO), the Infrastructure Unit Manager, is responsible for AFRINIC’s Information Processing, Internet services and Global Infrastructure.

Proactive as well as reactive, his/her area of responsibility includes amongst others: Planning, Organizing and evaluating IT Operations. (S)He shall provide company-wide direction in the areas of Information System policy, services and hardware.

She/he must be organized, personable and have a keen attention to detail and shall ensure that AFRINIC has an effective and efficient infrastructure for current operations and future development.

Essential Qualifications and Work Experience

  • Minimum of first degree in Information Systems or Computer Science related discipline or equivalent combined work/experience. A Master’s degree in related discipline will be a plus.
  • Minimum of 5 years of job-related experience in Technical Operations with a minimum of 3 years of Supervisory / Management experience in a technical department.
  • Good knowledge of Africa ICT environment and the Internet Protocol will be an advantage.

Infrastructure, Security, Systems Management

  • Provides an ICT technology infrastructure that contributes to AFRINIC policy regarding quality standards and strategic planning to fulfill our core mission which is to serve our members and the community;
  • Maintains knowledge of operational technology throughout AFRINIC and incorporates new developments into the future systems of the company;
  • Directs the design, the development and the maintenance of systems, programs and software to meet management and company’s needs;
  • Prepares or oversees flowcharts, diagrams and requirement analysis to illustrate and support sequence of steps programs must follow and to describe logical operations involved;
  • Works with the team to define and deploy technical architecture for projects;
  • Secures the overall ICT Infrastructure including providing secure logical and physical access to the network;
  • Ensures data security from internal and external risks;
  • Schedules and ensures upgrades and security backups of hardware and software systems;
  • Develops and maintains company Disaster Recovery Plan;
  • Oversees and manages crisis situations which may involve complex technical hardware of software problems;
  • Defines appropriate process and procedure for technical/IT crisis management;
  • Directs the implementation and execution of new/upgraded information systems via well-defined plans including procedures, deadlines and accountability;

Ensuring services to internal customers and the external community

  • Operates, administers computer systems, network infrastructure and related information systems;
  • Leads the team to evaluate user needs and system functionality and ensures that ICT facilities meet these needs;
  • Keeps management abreast of progress of all projects;
  • Works with internal customers to agree on prioritisation of tasks and ensures delivery of services on time;
  • Plans, develops and implements the ICT budget;
  • Obtains competitive prices from suppliers, analyzing variances and ensures cost effectiveness in order to control the computer systems budgets and expenditures;
  • Maintains current and accurate inventory of technology hardware, software and resources;
  • Improves quality results by evaluating and upgrading processes and directs changes;
  • Plans communicates and trains internal and external stakeholders on system changes;
  • Identify and mentor staff members with potential for promotion and future leadership position;
  • Assists in the monitoring and participation in public forums, such as standards-setting bodies and technical groups that have an impact on the mission of AFRINIC;
  • Represents AFRINIC during industry related meetings and provide periodic technical project updates during those meetings;
  • Represents AFRINIC in technical discussions with other RIRs and external organisations such as IETF, NRO and ICANN;
  • Provides users with appropriate support and advice;

General Responsibilities

  • Develops and implements documentation requirements for problem resolution;
  • Works with management to identify and improve engineering policies, processes, procedures, standards, practices and security measures to ensure effective and consistent system operations to safeguard company resources;
    • Is responsible for the resource and budget planning for the Unit
  • Ensure that all processes are clearly documented as per ISO 9001 standards
  • Perform other duties as required and assigned by the CEO.

4. Competencies

Technical

  • IT/IS Management related certifications such as the Certified Information Systems Auditor (CISA) or the Certified Information System Security Professional (CISSP).
  • Conversant with UNIX/LINUX based operating systems (FreeBSD and CentOS).
  • Ability to write, edit and maintain scripts in languages commonly used with UNIX.
  • Conversant with networking principles.
  • Good understanding of open source software.
  • Conversant with VMware virtual environment, mail software, mailing-list software, ticketing system.
  • Experience with relational databases such as MySQL, MS SQL, PostgreSQL.
  • Experience in Internet Service and Information System development and implementation, including tools for automated deployment/DevOps.
  • Experience in managing information processing functions.
  • Programming and hardware/network installation and maintenance skills.
  • Good understanding of the nomenclature, the ecosystem and the operating culture of the Internet.
  • Diagnosis skills of technical issues.
  • Ability to work in a fast moving environment.
  • Ability to organise and manage multiple priorities.
  • Ability to think ahead and plan over a 1-2 year(s) time span.
  • Ability to travel to various locations to attend industry related conferences.
  • Strong interpersonal skills – telephone, communications, listening and written skills.
  • Ability to work with and develop relations across diverse groups and with external partner organizations.
  • Ability to communicate in one or more languages other than English is highly desirable.

6 June 2018 - The AFRINIC Board hereby calls for expressions of interest from persons who wish to be considered for appointments to fill casual vacancies in the Board, in terms of article 13.14 of the AFRINIC Bylaws.  Any appointments to these vacant seats will be for a period until the next regularly scheduled AFRINIC AGMM, in June 2019.

There are currently four casual vacancies in the AFRINIC Board:

• Northern Africa (seat 1)
• Western Africa (seat 2)
• Southern Africa (seat 5)
• Eastern Africa (seat 6)

Anyone who expresses interest shall:

• Have at least five (5) years professional experience in an area relevant to AFRINIC activities, such as Internet Resource Management, ICT, policy development, finance, audit or HR management;
• Be available and committed to participate in Board meetings and other AFRINIC activities (face-to-face and online).

The following requirements from Article 13.10 of the AFRINIC bylaws will be strictly observed:

13.10. No person shall be appointed or hold office as a Director if he is a person who:

(i) is under 18 years of age;
(ii) is an undischarged bankrupt;
(iii) would, but for the repeal of Section 117 of the Companies Act 1984 of Mauritius, be prohibited from being a Director or promoter of, or being concerned or taking part in the management of, a company within the meaning of that Act;
(iv) is prohibited from being a director or promoter of or being concerned or taking part in the management of a company under Sections 337 or 338 of the Act;
(v) is not a natural person; or
(vi) has been adjudged to have been of unsound mind.
The Board further intends to apply the guidelines from Article 13.12 of the AFRINIC Bylaws, to the extent that they consider appropriate:
13.12 [...] the following additional conditions for the eligibility of candidates to the position of Board Directors:
(i) previous Board or organisational leadership experience;
(ii) skills in business management and leadership;
(iii) fundraising for not-for-profit organisations experience;
(iv) network operations and Internet services experience; and
(v) international Business development experience.
